THE HISTORY OF IMATU

At the beginning of the 20th century local government employees were represented by a number of trade unions.

In 1917 some of the unions operating in Cape Town, Bloemfontein, Port Elizabeth and the old Transvaal decided to form a federation.

This federation became known as S.A.A.M.E. (South African Association of Municipal Employees) in 1919.

The Unions representing municipal employees in Durban (DMES) and Johannesburg (JMEA) remained outside the federation, but worked in close co-operation with SAAME.

Other unions such as NUELA, SALAAWU and SAMWU continued to operate as independent unions in the local government sector.

The unions in the federation co-operated over the years on the basis of their similar philosophies, aims and objectives.

After consideration and deliberation, over more than two years, these unions came to the conclusion that the concept of amalgamating into one strong union made good sense and so IMATU, the Independent Municipal and Allied Trade Union, was established on 8 March 1996, at the Inaugural Congress, in Bloemfontein, as a fully fledged successor of the unions mentioned below:

• S.A.L.A.A.W.U. (SOUTH AFRICAN LOCAL AUTHORITIES AND ALLIED WORKERS UNION)

IMATU is not aligned to any political party. The union’s constitution is based on democratic principles where all members are equal, irrespective of colour, gender, ethnic group, religion, culture, profession, political persuasion, sexual orientation or creed.

MEMBERSHIP

At the time of its inaugural Congress in March 1996, IMATU had 65 535 members. Today IMATU has a membership in excess of 70 000, who are mostly employed in the municipal sector.

IMATU’s mission is to provide members with professional representation in order to promote their workplace interests and protect their collective and individual rights

MEMBERS

The members are the highest authority in IMATU. Members exercise this authority via their representatives and the National Congress that takes place every 5 years.

The National Executive Council (NEC) is elected from the representatives who attend the Congress. The allocation of representatives is based on the proportional representation of the membership per region.

The NEC elects the National President, Deputy President and four Vice-Presidents. The NEC meet 3 times a year, therefore the day to day affairs of IMATU are dealt with by Portfolio-Committees headed by the President, Deputy President and the four Vice Presidents.

There are four Portfolio Committees, namely the Finance-, Strategic-, Labour Relations- and Human Resources and Development committees.

REGIONAL COMMITTEES

IMATU’s national deployment consists of 13 Regions and each Region has a Regional Committee.

The representatives who serve on the Regional Committees are elected from Branch Committees. The number of representatives is based on the proportional representation of the membership.

BRANCH EXECUTIVE COMMITTEES

The members elect the Branch Committee representatives at the workplace. These representatives elect the Office Bearers of the Branch

SHOP STEWARDS (TRADE UNION REPRESENTATIVES)

Shop Stewards are elected at the workplace to represent employees at grass roots level in day-to-day matters that relate to the workplace.

STAFF OF THE UNION

The decisions and policies that flow from the various structures of IMATU result in a vast body of administrative, legal and financial tasks that are performed by the staff, headed by the General Secretary.

The staff consists of the General Secretary, Deputy General Secretary: Legal, Deputy General Secretary: Operations, Regional Managers, Labour Relations Officers, National Finance Manager, Human Resources Manager, National Media and Marketing Manager and Administrative Staff.

Regional staff is managed by the Regional Manager and the National Office staff provide the administrative backbone of the union.

RESPONSIBILITIES OF SHOP STEWARDS

Shop stewards have many rights. However, every right has a duty attached to it. For instance, employees have the right to be paid a salary or wage by their employer, but they also have a duty to do a reasonable day’s work in return for the money. Similarly, along with the right to time off to represent members, shop stewards have a duty to represent IMATU’s interests in the most professional way possible.

IMATU’s structure obtains its inputs from the members via the shop stewards who feed back to the Branch and Regional Committees and ultimately to the National Executive Council. The Shop Stewards’ role in securing inputs from the members is one of their most important tasks.

SOUTH AFRICAN LOCAL GOVERNMENT BARGAINING COUNCIL (SALGBC)

IMATU is a founding member of the South African Local Government Bargaining Council, or as it is known “the SALGBC”.

The main purpose of being a member of the Bargaining Council is to allow a platform to be recognised as a bargaining agent of members by the employer, to collectively bargain on matters of interest of IMATU members, to prevent and resolve disputes originating from the workplace and to ensure that collective agreements of the SALGBC are applied and interpreted correctly.  

FEDERATION AFFILIATION

IMATU, with its 70 000 members, is one of the largest affiliates in the FEDUSA federation.
